Cook the penne pasta according to package instructions until al dente. Drain and set aside.
In a large skillet, heat the olive oil over medium-high heat. Add the chicken pieces and season with salt, pepper, Italian seasoning, and red pepper flakes. Cook until the chicken is golden brown and cooked through, about 6-8 minutes.
Add the minced garlic to the skillet and sauté for an additional 1-2 minutes until fragrant.
Pour in the heavy cream and bring to a simmer. Stir in the grated Parmesan cheese until melted and the sauce is smooth.
Add the cooked penne pasta to the skillet and toss to coat in the sauce. Cook for another 2-3 minutes to heat through.
Serve hot, garnished with chopped fresh parsley.
