- Season the chicken breasts with garlic powder, onion powder, smoked paprika, salt, and black pepper. Heat olive oil in a skillet over medium-high heat and sear chicken for 4-5 minutes on each side until golden brown. Transfer to a plate.
- In a medium saucepan, bring chicken broth and a pinch of salt to a boil. Add rice, stir gently, and reduce heat to low. Cover and let simmer for 15-18 minutes until rice is tender.
- In the same skillet, reduce heat to medium and melt butter. Whisk in flour for 1-2 minutes until bubbling. Gradually add milk and broth, whisking until smooth and thickened.
- Stir in thyme, cheddar, and parmesan into the sauce. Return the chicken to the skillet, cover with sauce, and cook on low for another 10 minutes.
- Serve rice on plates, top with chicken and drizzle with sauce. Garnish with parsley.
