Preheat your oven to 400°F. Grease a muffin tin with olive oil or line with paper liners.
In a large mixing bowl, combine the flour, baking powder, salt, garlic powder, and rosemary. Mix well.
In a separate bowl, whisk together the warm water, olive oil, honey, and black pepper until combined.
Pour the wet ingredients into the dry ingredients. Stir until just combined; do not overmix. The batter will be thick and slightly sticky.
Spoon the batter evenly into the prepared muffin tin, filling each cup about 2/3 full. Drizzle a little olive oil on top of each muffin and sprinkle with coarse sea salt.
Bake for 18-20 minutes or until the tops are golden brown and a toothpick inserted into the center comes out clean.
Remove from the oven and let cool in the pan for 5 minutes before transferring to a wire rack to cool completely.
