Add the minced garlic and grated ginger to the skillet, cooking for an additional 1-2 minutes until fragrant.
Stir in the soy sauce, brown sugar, sesame oil, and red pepper flakes (if using). Cook for another 2-3 minutes, allowing the sauce to thicken slightly.
While the beef mixture is cooking, prepare the rice according to package instructions if not already cooked.
Serve the beef mixture over a bed of rice, topped with steamed broccoli and sliced green onions. Sprinkle with sesame seeds for garnish.
