Gradually add the dry ingredients to the peanut butter mixture, stirring until just combined.
Scoop tablespoon-sized portions of dough and roll them into balls.
Roll each ball in granulated sugar until fully coated.
Place the sugar-coated balls on a baking sheet lined with parchment paper, spacing them about 2 inches apart.
Bake in the preheated oven for 10-12 minutes, or until the edges are lightly golden.
Remove the cookies from the oven and immediately press a chocolate kiss into the center of each cookie.
Allow the cookies to cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
