In a large skillet over medium heat, cook the ground beef until browned, breaking it apart with a spoon as it cooks. Drain excess fat.
Stir in the Italian seasoning, garlic powder, and onion powder, mixing well to combine. Remove from heat.
In a greased 9x13-inch baking dish, spread the cooked ground beef mixture evenly across the bottom.
Pour the pizza sauce over the beef, spreading it evenly.
Layer the frozen tater tots on top of the pizza sauce, covering the entire surface.
Sprinkle the shredded mozzarella cheese over the tater tots, followed by the sliced pepperoni and grated Parmesan cheese.
Bake in the preheated oven for 25-30 minutes, or until the tater tots are golden brown and the cheese is bubbly.
Remove from the oven and let it cool for a few minutes before garnishing with fresh basil leaves, if desired.
