Preheat your oven to 400°F (200°C).
In a mixing bowl, whisk together honey, soy sauce, apple cider vinegar, minced garlic, red pepper flakes, and ground ginger until well combined.
Pat the chicken thighs dry with paper towels and season both sides with salt and pepper.
Heat olive oil in a large oven-safe skillet over medium-high heat. Once hot, add the chicken thighs skin-side down and sear for about 5-7 minutes until the skin is golden brown.
Flip the chicken thighs over and pour the honey garlic sauce over them, making sure they are well coated.
Transfer the skillet to the preheated oven and bake for 25-30 minutes, or until the internal temperature reaches 165°F (75°C) and the chicken is cooked through.
Remove from the oven and let the chicken rest for a few minutes before serving. Garnish with chopped green onions if desired.
